Technical assistance to the Kenyan Water Services Trust Fund

ORGUT has been selected to provide Technical Assistance to the Support to Equitable Access to Quality Water, Basic Sanitation and Enhanced Water Resources Management in Rural Kenya during a four year period.

Finland and Sweden have supported Kenya’s rural water sector through separate arrangements with WSTF. The new Programme, “Support to Equitable Access to Quality Water, Basic Sanitation and Enhanced Water Resources Management in Rural Kenya” is a jointly financed bilateral Programme of the Governments of Finland, Sweden and Kenya. The Programme runs for four years:  2014-2018, with a budget of approximately 16.8 million Euros comprising of 13.5 million Euros from the two donors and 3.3 million Euros from Government of Kenya’s. The Water Services Trust Fund (WSTF) is a state corporation that was established by the Water Act of 2002 with the mandate of providing financial services for improvement of water services to areas of Kenya that are underserved, giving priority to poor and disadvantaged communities.

The Programme aims at providing a basis for more efficient and harmonized collaboration in the water sector through WSTF with an overarching objective to reduce social and spatial inequalities in access to water in the rural areas of Kenya. It aims to achieve this objective through five tentative outcomes namely:- enhanced capacity of counties to provide pro-poor water services; equitable access to water in catchment areas of focus; improved rural safe water coverage in target counties; improved rural sanitation coverage in target counties; and enhanced institutional capacity of WSTF.

ORGUT will provide a long term team of advisors and in addition multiple short term inputs. Quality assurance of the TA will be secured in cooperation with SNV Kenya. ORGUT and SNV have past extensive experience of working in the water sector in Kenya.
