Evaluation of the EU-Afghanistan Peace Support mechanism
The European Union Afghanistan Peace Support Mechanism (EU APSM) was launched by the EU on 17 June 2019 and is implemented by Sida together with its technical and thematic partner Folke Bernadotte Academy (FBA)1. The mechanism is funded by the EU Foreign Policy Instrument (FPI) under the Instrument Contributing to Stability and Peace (IcSP). The mechanism is to be implemented over 18 months, until 16 december 2020.
The purpose of the mechanism is to deliver on the EU’s commitment to support an inclusive Afghan peace process, articulated at the 2018 Geneva Conference and reiterated in the Council Conclusions of April 2019, by providing grants as well as flexible and quick support to both civil society and formal negotiating parties.
The object to be evaluated is the EU APSM action itself. The overall objective of the action is to contribute to the preparation and implementation of an inclusive Afghan-led and Afghan-owned peace process, informed by and responsive to the needs and concerns of all Afghans.
