Gender Gap Analysis For Nepal’s School Sector Development Plan

The main objective of the assignment was to complete a second generation gender gap analysis in the school sector in Nepal, considering both basic and secondary education. In order to address the objective, the assignment focused on the following:

- Identifying gender issues beyond access and enrolment for both the formal and non-formal sectors;

- Identifying gaps relating to the intersect between gender and other equity dimensions as identified in the MOE Equity Strategy;

- Identifying newly emerging gender gaps and their impact on girls or boys education;

- Identifying gender related aspects which are linked to retention and completion of the basic and secondary education cycle;

- Reviewing issues pertaining to violence, abuse, exploitation in schools; and review systems, if any, for reporting and responding to these issues;

- Identifying issues related to transition of girls to secondary schooling and preparation for labour market entry;

- Reviewing the effectiveness of current affirmative action policies for empowerment and career progression of women teachers;

- Identifying the barriers and ways to create the favourable environment for women teachers to perform the teaching roles effectively and efficiently;

- Review the effectiveness of current affirmative action policies for empowerment and career progression of women working in the education administration, such as DEOs, REDs, DoE, MoE; and

- Recommending mitigation measures for the identified risks and vulnerabilities.
