The purpose of the project was to strengthen NES institutional capacity in cooperation with the Swedish National Labour Market Board, AMS. A selection of local Serbian offices was visited as well as a number of different job market organisations. The scope of the evaluation covered issues such as relevance, effectiveness, productivity, ownership and sustainability from a capacity building perspective. Visits resulted in a number of suggestions for change and institutional reforms, such as the revision of project structure, development of an overall change strategy, implementation of an evaluation and policy institution and the creation of a fund for local partners within NES, the privet sector and local NGOs. All suggestions were seen to and undertaken by NES with support from AMS.
