Organisational Review of The Norwegian Afghanistan Committee

The objective of this assignment was to establish the Norwegian Afghanistan Committee's (NAC) financial management, cost efficiency and results management and to evaluate achievement of reported results. NAC is one of the Norwegian NGOs receiving substantial financial support from Norad’s Civil Society Department (SIVSA) and from the Ministry of Foreign Affairs (MFA). The overall goal for the program is to reduce poverty in rural Afghanistan. The program is designed to address the underlying causes of poverty in vulnerable and income-poor communities in the three provinces of Badakhshan, Faryab and Ghazni. The program comprises six overlapping sub-projects on the following thematic issues: governance, gender, health, education, food and work and disaster risk reduction.

The assignment was carried out by one expert and was conducted through desk reviews of relevant program documents and policies applied by NAC in combination with face-to-face interviews of staff in Oslo,and telephone and Skype intreviews with staff in Afghanistan.
