Assistance technique au Programme d'appui à la citoyenneté active (PROCIVIS) au Cameroun

The general objective of the project PROCIVIS is to strengthen the rule of law and democratic governance in Cameroon through the promotion and consolidation of citizenship as the full recognition of people as citizens with full civil and political rights.

The specific objective of the technical assistance is to ensure the coordination of PROCIVIS and provide the required technical expertise to its various actors with the aim, on the one hand, of strengthening the access of Cameroonian populations to improved civil status services and, on the other hand, of strengthening the place of civil society organizations in democratic governance and the management of public affairs.

The results to be achieved are as follows:

  • BUNEC (Bureau National de l'Etat-civil) and CNDHL (Commission nationale des Droits de l'Homme et des Libertés) benefit from direct and effective support in the formulation and technical and financial implementation of their grant contracts.
  • The management, monitoring and control structures provided for under the Programme are operational and are effectively involved in its implementation.
  • The programme estimate shall be defined, implemented and closed in accordance with the Financing Agreement, the procedures of the 11th EDF and the strategic guidelines laid down by the Steering Committee.
  • Activities under the Financing Agreement are formulated and implemented with relevance, coherence, effectiveness and sustainability in mind.
  • A technical, contractual, financial and accounting monitoring system is set up to ensure that results are achieved and sustained, and that resources are used efficiently and transparently.
  • The monitoring and steering bodies specified in the Financing Agreement have been set up.
  • A civil society facility is being set up to strengthen the capacities of CSOs and support them effectively in the implementation of their initiatives.

To achieve these results, the approach of the consortium to which FCG Sweden belongs is divided into three areas of intervention. The first two correspond to the two Programme Components and the third corresponds to cross-cutting management and coordination support:

  • Support for civil status reform;
  • Support to Civil Society ;
  • Transversal management and coordination support.

This strategic approach is structured around 8 Strategic Orientations (SO) which result from the accompaniment of the initiatives of the Government within the framework of the reform process and the support to civil society. They contribute to achieving the objectives and results set by PROCIVIS. These are:

  • SO 1 : Ownership of the Programme by beneficiary institutions and sector stakeholders
  • SO 2 : Effective coordination of programme stakeholders
  • SO 3 : Coordination and consistency of PROCIVIS interventions with those of the State, the EU and the international donors
  • SO 4: Capacity building of beneficiary institutions and CSOs through a process approach and the "learning by doing" method.
  • SO 5: Mainstreaming a human rights and gender approach
  • SO 6 : Civil society involvement in decision-making processes
  • SO 7 : Capitalization and sharing of experience for the sustainability of the Programme's achievements
  • SO 8 : Development of assessment tools and impact of Programme activities
