Support to the Public Administration Reform in Serbia
The project aims to support the Ministry of Public Administration and Local Self-Governance (MPALSG) and other government bodies in implementing the Public Administration Reform (PAR) Strategy and PAR Action Plan. FCG SIPU International's role was to support the further enhancement of the rule of law, accountability, transparency, effectiveness and efficiency of the public administration in the Republic of Serbia with the specific objectives (and project components) to:
- Achieve an effective organisational structure and increased efficiency of the public administration bodies involved in the project implementation.
- Satisfy specific requests for support to effective implementation of Serbia’s Action Plan for Public Administration Reform 2009- 2012 through competitive grants enabled by a Project Fund.
Capacity building was provided to the Ministry of Public Administration and Local Self-Governance and other government bodies to improve administration’s effectiveness, transparency and efficiency, through functional reviews and other studies with recommendations on a new internal organisation of involved bodies, improvement of inter-ministerial cooperation in PAR as well as improved communication both within the administration and with the broader public.
Within the project a Project Fund ‘PROFID’ has supported eligible government bodies in implementing small-scale public administration related reforms in line with the PAR action plan to support strategic planning, project management, results based management and leadership and coordination.
