Senior Consultant/Project Manager, Business Area Coordinator: Monitoring and Evaluation
Viktoria is the Business Area Coordinator for our work in Monitoring and Evaluation. She is a Senior Consultant and Project Manager with close to 15 years’ experience of international development cooperation. Her professional experience includes positions at the Strategy Division of AFD (Agence Française de Développement), the European Commission – DG DEVCO (Directorate-General for International Cooperation and Development), and SADEV - the Swedish Agency for Development Evaluation.
Viktoria has acted as the Team Leader, managed or participated in a range of evaluations involving multidisciplinary teams for bilateral and multilateral donors, civil society organisations and government agencies. As an evaluator, her work has spanned programme analysis and evaluation design (methodology), meta-evaluation (design, conduct and analysis), qualitative and quantitative data collection and analysis, and methods for measuring and assessing multilateral development cooperation.
Viktoria has extensive experience of quality assurance processes within evaluation, including application of the OECD/DAC Evaluation Quality Standards and the UNEG Quality Standards. Outside the evaluation sphere, she has conducted a number of studies on issues related to aid effectiveness and to the international development aid agenda and architecture.
Viktoria holds a Master’s Degree in International Law (LLM) from Lund University and is fluent in English, French and Swedish.
